Well permits
Some people may ask, should I get water well permit? Getting a water well permit is up to you. But remember when you get well permit you do lose water rights and personal land rights. When you get well permit ,the first thing you do is sign their user agreement. When you sign someone's user agreement ( contract) you agree to all their rules and regulations, and even new rules they may ad at a later date. Remember they sometimes have clauses that also say they may change the rules and regulations later and you agree to those also ,even though they had been enacted yet. Also remember if they could take away your water rights without your signature they would not ask for your signature. I do not encourage anyone to break the law, but please know your rights and do not sign them away without first studying what your rights are in your county,state and city. The the funny thing about a water well permit is the whole idea of having one is supposedly for your safety. And they tell everyone it is against the law to drill a 200 foot water well without a license in some areas. But did you know you can drill a 15,000 ft oil well drilling through hundreds of water formations, and no license is needed. This is what are called the golden rule. He with all the golden rules.
Water meters on water Wells
This is not new, adding water meters on private water Wells on private land. This is just a new way to tax what was already yours. It is done under the statement, ( it's for your safety). Or is for the children's so they can have clean drinking water, clean as the white driven snow. I don't understand how higher taxes equals cleaner water most people believe it equals more Donut king's on the state payroll . In most places if you're in the county or enroll country areas this is not a problem, but the closer you get to large cities the more you'll have this problem. This is why some people buy small do it yourself drilling rigs and drilled water Wells in the woods, in their basements, and remote locations so it can"t be seen by satellite. The problem with a water meter or water permits is, you do not control your water, they do. Also remember permits are not forever they can be revoked expire or suspended. If they decide to suspend your water permit your well is not allowed to be used by law. Please get involved in your local government to voice your concerns over your water rights and their well permits so can have better water rights. If you're in highly regulated states such as Colorado or California or the extreme northeast you can expect to pay 30 to 50,000 dollars per well. Some places in California water Wells or $100 per foot. So every time the driller puts on another 10 foot drill stem you owe him 1000 more dollars. Also in places in California a well permit is $8000 ,this is before you even start drilling. If you get a dry hole, then you have to pay a license driller to fill the whole back, by another $8000 permit and start over. This may be one some people in California prefer a bootleg well with no permit.This is why many pepper and remote mountain people there has bought portable water well drilling rigs and drilled ther eown water wells. If you already have your own drilling rig, then drilling only cost 2 to 3 days labor and 40 bucks for fuel. Casing and screen is 2 to 3 bucks per ft. Bootleg well
A bootleg well is a well that someone drills, and that the government has no idea where the well is or where it is located and has not yet attached the water meter to charge you for your own water. What 30 years ago was called, you drilling your own water well on your land for your family, to day could be called a bootleg well if it is not permitted, and has government GPS coordinates attached to it. Once the government charges you for permits, and you sign their user agreement giving them more rights and you less to your water, they will attach a water meter to charge you for your own water, then you will have what is called a legal well.
Grandfathered Well
A old water well or old home place well rediscovered, it can be what is called Grandfathered well. Even though many states require permits for new water wells, old water wells many times fall into what is called a old grandfathered well. I have seen peole in colorado where water well permits are hard to get find a old well, even if it is not working. Re-drill a old well, because no well permit is required, and it is easier to re-drill old well, than go back and forth with state Donut kings to get new well permit. Old wells that are grandfathered have never been permited. The reason they were not permited, is the old grandfather would not lay down take this. People who drill there own personal water wells in remote locations sometimes refer to there water well as a outlaw well for survival.
Preppers who want water in remote secret places for later use, also could be caled a outlaw water well.

Out law wells are just a water well that is not permitted and are not on the books at the county court house or state aqua- map. Some water wells now being permitted are even registered on a GPS. With many new regulations many people are reverting to drilling outlaw wells. It used to be just survival nut jobs doing this, but now local farmers, family's and religious groups are even looking to drill under trees, in the woods and I even had one guy tell he drilled a water well in his basement with 3 ft drill pipe.
Water wells that are permitted, are wells that can be taken away at a later date. Remember, a well permit is permission to use a water well only as long as permit giver agrees to let you use it. Water permits are not forever. A permit can be revoked or rescinded when deemed necessary by agency that issues permit.
With satellite images now like google earth, some people are drilling where it can not be seen by air. People everywhere realize water is more than important. If Hard times come, you can have all the Y2K beans and rice stash you want, but you still need water to live.
Remember, even though you live the USA, and own your land, Depending on the state and county regulations, you may have to ask permission to drill for your own water, or even catch rain water from your roof. One of the bad things about getting a drilling permit, is if you do not hit water and have to move over and drill again. You will need a new drill permit for every hole you drill. Holes that are dry and have no water, may require to be plugged ( additional cost ) and you may need a well plug permit also. All the permit laws are for water safety they say. Most water wells are 100 to 300 ft. Even though in all 50 states you can drill 15,000 ft deep ( 3 miles) oil well through 100s of aquifer formations without anyone having a well drilling licence. But to drill a water well 100ft well in all 50 states require a drilling licence. All goes to show you the Golden Rule. He with all the Gold rules!
Off grid water is the safest water to have.
In the old days, the only off grid water was a wind mill or spring, or old hand dug well. The best bang for your buck is solar well. even a cheap sure flow solar pump will do 2100 gallons per day. And if you have a elevated water tank, you even have water at night.
Windmill for water is old school. Windmills are great to look at, but cost 3 to 4 times more than a solar set up. Also several times a year, someone must risk there life and climb the tower to add oil to gearbox 35ft in the air or more. Another set back is in high winds, the windmill tail turns out of the wind to avoid damage, so in windy times of the year, you have to check daily and climb up and reset tail for windmill to pump again.
Hand pumps
Hand pumps are great for shallow wells. there are many plans on the Internet to make your own, or some people use a cheap china hand pump, with foot valve on bottom, to keep well in prime.
DIY drilling rigs
Small cheaper to rigs will work, but only in soft sand and clay. If you have rock, or even hard clay, you may need a upgrade to better portable drilling rig. Bottom line. The deeper you drill, the better rig it takes, which equals more money. very simple math.
